The ECD Board of Directors

The ECD Board of Directors is elected from the membership of the Episcopal Conference of the Deaf.

The board consists of:

  • President
  • 1st Vice President
  • 2nd Vice President
  • Secretary
  • Treasurer
  • Two Members at Large

It is the responsibility of the board to carry out the wishes of the membership as established at the ECD Conventions. In addition the board oversees the administration of a variety of funds that have been set up to support ministry among the deaf in the Episcopal Church.

President
The Rev. Barbara Allen

Barbara is a retired RN and RID certified interpreter. She worked in nursing for thirty years and as an interpreter for about the same number. She is divorced for over thirty years. She has two adult sons, five granddaughters and one great granddaughter. She was confirmed in the Episcopal Church during the Great Easter Vigil in 1992 at Christ Church Cathedral in Louisville, KY. She felt a call to ordained ministry shortly thereafter and began a process of discernment. This resulted in a move from Louisville to Philadelphia, PA where she joined All Souls' Church for the Deaf. That congregation called her out to be ordained and she was ordained deacon in 2000 and priest in 2001. She served a hearing church in Pennsylvania during her time as a deacon. Late in 2001 she was called to become the Vicar of St. Barnabas' Episcopal Church of the Deaf in Chevy Chase, MD. She came to St. Barnabas' in March 2002 and continues to serve there as Vicar. She has been active in the ECD since her first Convention in 1993. She has served as First Vice President since 2000 when she was elected to finish out that term and have been re-elected to the same office until this past Convention when she was elected President. She is hearing. Her only experience with deafness prior to 1972 was an oral deaf cousin in her father's family. She learned ASL originally in her church because she thought it looked like something fun to do. She loves all animals, especially cats. Barbara enjoys travel, knitting, reading and exercise.

The Rev. Marianne Stephens-Kroll

Marianne's parents are deaf and she has always been involved with the Episcopal Deaf Church. She was ordained in 1995 after 25 years as a sign language interpreter in South Florida. She has served several Deaf ministries over the last 13 years. She has been rector of St. John's Episcopal Deaf Church in Birmingham, Alabama since July, 2006. She has been on the ECD board, as secretary, member at large and now 2nd Vice President. She lives with her husband, Vernon, and five of their thirteen children. Marianne enjoys sewing, gardening and spoiling her grandchildren.

Dave is a retired engineer and was employed at McDonnell and Boeing for over 35 years and he also spent 6 years at other engineering industries. He has been a member of St. Thomas Church of the Deaf in St. Louis, MO. for over 56 years. He is a licensed Lay Eucharist Minister. He has loved to work church all of his life. He has been treasurer for several organizations many years and enjoyed working on finances. He often enjoys biking on the trails and lap swimming at his local club. Dave lives with his sweet wife, Jane, in Florissant, Missouri.

Cass is a retired ICU & Trauma Nurse and lives in northern San Diego county. She's been an Episcopalian all her life. She was born Hearing. Her hearing loss began in the mid-1980's. She benefits some from her hearing aids. She joined the ECD in the early 1990's and has served on the Board as Second Vice-President, Member at Large and currently as Secretary. She is a Licensed Lector, Chalice Bearer, Acolyte and Lay Eucharistic Minister at her church. Cass enjoy reading, counted cross stitch and walking her hearing dog, Cumin.

Steve is an Internal Revenue Service retiree after preparing financial reports for 37 years. He graduated from Pennsylvania School for the Deaf in Philadelphia, PA and Gallaudet University with a degree in accounting. He became an Episcopalian after meeting Beth Hill, who later became his wife. He has three grown children and one stepson. He worked on financial reports for St. Barnabas for several years. He is ready to resume treasurer's duties for ECD. He swam in the World Games for the Deaf in 1965. Steve also enjoy reading Star Wars books, collecting Star Wars stuff, walking, and traveling.

The Rev. Maria Isabel Santiviago

The Rev. María Isabel Santiviago received the Master of Divinity Degree from the New York Theological Seminary in May 2000 with a focus on urban multicultural ministry. She was adjunct professor in the Seminary Spanish Certificate Program and in the Programa, a Spanish Theological Education Program leading to the priesthood at General Theological Seminary. As a Deacon, she served at St. Ann’s Church for the Deaf under the Rev. Henry Buzzard. The day after her priestly ordination (September 16th, 2000) she began serving as Bishop’s Vicar at Misión San Juan Bautista in the South Bronx (part-time). In addition, after 9/11, María began her work as a Disaster Chaplain. In 2007, María answered a call to serve at St. Ann’s Church for the Deaf and has been serving as its Vicar (part-time). María is a member of several Diocesan Committees as well as a board member of several organizations. She also collaborates with several community and interfaith organizations.

María was born and raised in Asunción, Paraguay, a Roman Catholic country in South America thus; she is the first woman from her country to be ordained a priest. María moved around. In 1963, she came to New York on a scholarship to study Education of the Deaf; she lived in Puerto Rico and in the Dominican Republic where she worked as a teacher in the National School for the Deaf. In Rhode Island, she taught at the Rhode Island School for the Deaf (1978-1985).She was awarded a Master of Education in Bilingual Education from Rhode Island College (1981). In 1982, Brown University awarded her with one of five BEH national supported scholarships for a doctoral program in Linguistics. In 1985, she began working at Lexington School for the Deaf in Queens, New York and retired in 2005. María also worked for two years at the New York School for the Deaf in White Plains, NY.
